Tibo's profile lists him as working on Codex and ChatGPT at OpenAI, and this is a numbered daily update post, Day 18. The post names four items and a reset. OpenAI's own pages confirm the Decisions API general availability and a ChatGPT Work rollout at Uber, and a Linux Foundation release confirms Open Responses. The performance improvements and the reset have no source beyond the post and a third party tracker.

Tibo posted at 12:46 AM Eastern on October 23 that Day 18 includes four items and another limit reset. Each claim was checked.

Decisions API general availability: OpenAI's announcement, dated October 22, says the API is generally available with GPT 6 Luna, supports up to 400 questions per request, and costs $0.10 per million input tokens. OpenAI says answers arrive up to 10x faster than GPT 6 Luna through the Responses API, which is a company figure.

Open Responses and the Linux Foundation: a Linux Foundation press release dated October 22 says the Agentic AI Foundation announced four new projects, Agent Skills, Open Responses, OpenEnv and OpenSandbox. It describes Open Responses as an open specification for multi provider LLM interfaces based on the OpenAI Responses API, contributed by OpenAI.

Uber: OpenAI's page dated October 22 says Uber is rolling out ChatGPT Work to more than 30,000 employees and that Uber's developers and software engineers will also continue using Codex. The page does not use the words all in, and no source found describes an exclusive commitment to Codex.

Performance improvements: the post gives no detail, and no other source for it was found.

Reset: the post says it is a reset, with no time or scope. The tracker resets.pro, a third party site, logged the post at 04:46 UTC and lists the reset for 18:00 UTC on October 23, which is 2:00 PM Eastern. That timing is the tracker's, not OpenAI's.

The post continues a numbered series that had a Day 17 post on October 22, which the same tracker logged as a reset at 18:26 UTC, confirmed by the tracker's editor rather than by Tibo. The reset time the tracker lists for October 23 is its own expectation, not an OpenAI statement. What the performance improvements consist of has not been stated, so the Codex changelog and OpenAI help pages are where details would appear. Any OpenAI clarification of how Uber will use Codex alongside ChatGPT Work would also settle the wording gap noted above.
